2. More Than Just Hours
The information from the electronic staffing and payroll information tells us more than just the hours worked and needed. The data, when combined with census information, can then be used not only to report on the level of staff in each nursing home but also to report on employee turnover and tenure, which can impact the quality of care delivered.
The Centers for Medicare & Medicaid Services (CMS) has developed a system for facilities to submit staffing and census information — the Payroll-Based Journal (PBJ). This system allows staffing and census information to be submitted on a consistent and more frequent basis than it is currently, which ensures accuracy. CMS is also posting this staffing information on the CMS Nursing Home Compare website, and it will be used in the Nursing Home Five-Star Quality Rating System. The Five Star system helps consumers compare nursing homes based on a number of factors, such as staffing and tenure.
What are the required CMS fields? According to this resource:
- Employee ID
- Hire Date
- Termination Date
- Pay Type Code
- Work Day/Date
- Job Title Code
- Labor Category Code (not needed for electronic filing)

3. Automate Reporting
